If a City Hall or Bishopric row has an empty space, do citizens slide to fill it?

The designer confirmed it, and the rulebook's building placement text says the same.

  • Troyes rulebook · Rulebook · 4. Place a citizen on a principal building (Palace, Bishopric, or City Hall)

Yes. A citizen entering the row pushes right only as far as needed, filling an empty space on the way. Citizens beyond the gap don't move, and nobody is expelled unless the row is full.
