For actions measured in pips, can I include a die whose value doesn't help?
The rulebook says the value of the group is divided and rounded down.

Yes. You may include any dice up to three; a card that needs a total of 4 per activation can use a 1 and a 4 even though the 1 adds little. Pips are summed and divided by the number under the bar, rounded down.
