The designer ruled one cube per action and cited the rulebook.

No. An action can be modified by only one cube, whatever the cards, so you can't chain Monk with Militia or Prior, Monk with Apprenticeship, or turn white dice into yellow and then red. You may still use one cube on each of several actions in the same turn or round.
