An action is forming one group of dice (1 to 3, or exactly 1 to place a citizen) and resolving it on one activity card, the Cathedral, an Event card, a building or agriculture. You take one action on your turn, then play passes on. The action phase continues in turn order until dice or players run out, so you can act many times per round.
