Does the neutral (gray) player ever take a turn, pass, or act?
No. The neutral player never takes a turn or passes. Its district is just a pool of dice you can buy from the bank, and it only gains cubes or citizens from Event cards. The round ends when every real player has passed or no dice remain, whether or not gray dice are left.
