Roll six dice (2 each of red, yellow, white) and take the three best, ranked by value then red, yellow, white; their colours say which building each of his three citizens goes into, always on the best free spots. Then you place two, repeating until the buildings are full. Setup uses two-player round counts with four red Event cards.
