His highest die's colour picks the building (red Palace, yellow City Hall, white Bishopric) and the number is irrelevant. He expels one of your citizens if he can; otherwise he uses the best free spot, and if a spot is taken he moves to the next best. He treats his two colours as a single player for the one-expulsion-per-building rule.
