How does the Uprising event work?

The start player rolls a black die: 1-2 Bishopric, 3-4 Palace, 5-6 City Hall. Take all citizens from that building, add a gray citizen if the supply has one, and place them at random on the six spaces. A seventh citizen lies down for the rest of the round as if expelled. If a citizen is already lying there, it joins in place of the gray one.
