Can I buy another player's die for the Rampart action and boost it with deniers?
Yes to both. You can use a bought die, except purple dice, and pay deniers to the bank to raise its value, up to 6; the designer recommended it. Your own dice may be rerolled or flipped with influence, but a bought die can't be altered that way.
