Only ranks that have a player score: if a single player reaches it, that player gets the first-place award and nothing is given for empty ranks. Ties add the tied places together and divide, rounded down. A player with no cubes scores nothing. The amounts differ by print: the current English rulebook says 9/6/3 VP, while older text and many players cite 8/4/2, so go by the numbers on your rulebook and tile.
