How do mixed activity cards work?
The expansion rulebook explains mixed cards; replies agree on placing and using in separate actions.

The first activation places cubes; a later activation uses them, and you can't place and use cubes in the same action. For each activation you choose whether to place or use. You may use more than one cube from a mixed card in a single action, and a cube from another card may improve its activation.
