1 influence rerolls one die in your district, 2 influence moves a citizen from the general supply to your personal supply, and 4 influence turns over 1 to 3 dice of your district to their opposite faces. You can do any of these before an action or before countering a black die, in any order and as often as you can pay. The track tops out at 20.
