Does a lying citizen stop my citizens being pushed along a row?

Only expulsion is blocked. Citizens in a building with a lying citizen of the same colour can still be shifted to the right when a new citizen enters, but the one at the end can't be expelled, so a placement that would expel it isn't allowed.
