Troyes
Can I pick up an expelled citizen and place it again in the same round?
The rulebook lets a citizen come from anywhere on the board, expelled ones included.

Yes. An expelled citizen counts as a citizen on the board and can be placed as a tradesman or on a principal building right away, with no influence needed. Taking it off the building ends the protection it gave your other citizens there.
