What does an expelled (lying-down) citizen do, and how many can a building hold per colour?
The rulebook's Important note describes this protection and its one-round limit.

Your expelled citizen lies on the building's illustration, and while it stays there none of your other citizens in that building can be expelled. Only one citizen of each colour can lie on a building per round, so if the next push would expel a colour already lying there, that placement can't be made. Lying citizens return to their owners at round end.
