Who counters the black dice, and can I counter more than one at once?
The Events phase text describes the order, doubling and countering several black dice.

The start player must counter the highest black die with one or more dice from their district, then the player to their left takes the next highest, and so on around the table. Anyone may also use further dice or leftover value to counter additional black dice, and may pick which ones; only the highest die (or one of several tied) is mandatory. Red dice count double, and dice of different colours can be combined.
