The designer confirmed each linked owner gets one shard; the rulebook says Reschedule has no link bonus.

No. Each player with a marker in the Link gets one shard, so a Link you build with yourself pays one. Rescheduling a marker pays no Link bonus at all, so no shard is paid for a reschedule either.
