No, it is optional, but you take only one of two things: the card's printed ability or the plain +1 AP at that Location, not both. The card is discarded either way when you place its Character with it, and a Character left idle returns the card to your hand. You can take the +1 AP in the Theater too, though shards cannot be spent there. Magician-only Perform cards give a non-Magician only the +1 AP.
