Can you reroll or set a Downtown die that shows X or was already used?
The designer confirmed Set Die is allowed on used dice, and other threads agree.

Yes. X is just another face: used dice can be rerolled (1 AP) or set to any face (2 AP), including dice other players already used and dice already showing X. Setting a die to X is legal, and so is using leftover AP to set an unused die to X, although opponents may not appreciate it.
