Mostly yes, but not for a first game. The designer says you can play with everything, but the game is heavy and should be eased into. Magician Powers and Dawn of Technology are the exception: the Dawn of Technology rules strongly recommend not playing them together, and the publisher notes that such pairings are listed as unsupported because they were not tested, though you may try them.
