Using Foul Neighbors
"Easy as 1,2,3!"
At its core, Foul Neighbors brings more Ruffians, more townsfolk, more terrain, and more complexity to Townsfolk Tussle. By following the directions below, the Foul Neighbors expansion can be seamlessly integrated into the base game. Foul Neighbors is fully compatible with the Odd Jobs expansion—feel free to use both simultaneously!
Upon Opening
- Add the 5 Town Events found in this box to the base game Town Events.
- Place the Curse of the Bruised Peel curse card behind the Curses - Unlocked divider, then place all other curses behind the Curses - Locked divider.
- Take the 9 ambush action cards and add them to their respective decks. Each action deck should have 15 cards in total.
- Do not punch out Patches' Costume Mat until you fight him. All other components can be punched and organized.
During Game Setup
Using Foul Neighbors Ruffians: Add the 8 Ruffian tokens from this expansion to the base game Ruffian token pool. After each game, you may return the Foul Neighbors Ruffian tokens to this box, or keep them integrated with the base game Ruffian tokens.
Using Foul Neighbors Townsfolk: Two new townsfolk are available for selection: Judy Marks and Fridgette Jones. Their townsfolk cards, starting gear, and character tokens can be found in this box.
While Playing
Base Game vs. Foul Neighbors Components: Foul Neighbors components are marked with "FN" in the top-left corner. While playing, if you're looking for a component specific to a Foul Neighbors Ruffian (Ruffian gear, unique gear, terrain, etc.), it can be found in this box.
New Rules: While the general setup of Townsfolk Tussle remains the same, be sure to review the main mechanics introduced in Foul Neighbors (see "What's New").
What's New
"Just when I thought we were gettin' a leg up on these Ruffians..."
Here you'll find some new mechanics and features that'll appear in each Foul Neighbors playthrough. If you want to survive, read up on the basics!
Ambush
Ruffians in Foul Neighbors will have an ambush effect shown near their MVMT and Health. This means they'll begin the fight with the listed action card already in play. Ambush cards can be found in the Ruffian's standard action deck, and often include additional setup rules. During Ruffian setup, read their ambush card and place it near the Fight Phase board for reference.
"Be sure to read the ambush card, as it may give you an idea of how to approach the battle to come!"
Example stat block: Health 13 / 17 / 20 / 23 for 2P / 3P / 4P / 5P; Ambush: "Begin the fight with the 'Angry Angler' action card in play."
Water Tokens
Many Foul Neighbors Ruffians will utilize water in some way to make your lives difficult. During a fight, Ruffians may put water tokens on themselves, townsfolk, terrain cards, or even the landscape itself to trigger certain effects!
If an action or ability calls for a water token to be placed but there are no more water tokens available, no water tokens are placed. At the end of each fight, remove all water tokens from play.
The Trophy Wall
"Gooby offered some space on his tavern wall to track your victories!"
At the end of each game, visit the trophy wall to mount some trophies and track your victories (more info on pg.12).
Barnaby's Curses
Curses can be added to your games to crank up the difficulty. As you add heads on your trophy wall, Barnaby will place curses on your town (more info on pg.14). Only one curse—Curse of the Bruised Peel—is initially available to use.
At the start of each game, you may add one unlocked curse to your playthrough. These curses are ranked ★, ★★, or ★★★ for difficulty (★★★ being the most difficult). Place the chosen curse near the main board, unless otherwise stated. Curse effects are always active for all players, so be sure to keep them in mind while playing. Many will require careful planning to overcome!
Character Breakdown
"Shall we study up?"
Slight spoilers ahead! We recommend learning about the new crew of Ruffians and townsfolk as you play, but if you're looking for a little more insight into how these new characters operate, take a look! More niche FAQs are available on pg.15.
Ernie Offal
Dunk, Force-Feed, & Sharpen Cleaver: Ernie's goal is simple: fatten up the townsfolk and throw them in his cooking pot! Many of his action cards will have the keywords dunk, force-feed, and sharpen cleaver. When an action has one of these highlighted keywords, follow the directions listed on his ambush card.
Tartar Fishboy
Fishing for Townsfolk: Tartar will do everything in his power to lure you into his watery domain. Many of his action cards will have the keywords cast, lure in, and thrash. When an action has one of these highlighted keywords, follow the directions listed on his ambush card.
Flooding the Landscape: Tartar will often place water tokens on the board, converting that space into Flood terrain. Flood terrain drowns townsfolk and gives Tartar more room to move—take too long, and it will be impossible to navigate the landscape safely!
Lil' Baitwich: Feel free to use the Baitwich mini in place of the Baitwich terrain piece!
The Door Knockers
Belief Tokens: Belief tokens only make an appearance when fighting The Door Knockers. They are used to represent how tempted a townsfolk is to accept their suspicious product. At the end of the fight, all belief tokens are removed from play.
Strange Cubes: Too many belief tokens, and a townsfolk will receive a Strange Cube. They'll lose the ability to control themselves on their turn, and will instead attack their fellow townsfolk.
Patches
Patches' Costume: When opening this expansion, you'll see a mat labeled Patches' Costume with tiles overlaid on top. Until your first fight against Patches, keep this mat assembled to avoid any spoilers.
While fighting Patches, his costume pieces will be slowly (and painfully) removed. When the fight ends, return all costume pieces to the costume mat.
The costume mat's printed rules:
- Whenever Patches goes below 1 HP, the townsfolk who dealt the DMG takes a costume piece of their choice and keeps it in front of them. Then, set Patches back to maximum HP.
- Whenever a second costume piece is removed during a turn, Patches' breaking point is triggered.
- If a townsfolk is knocked out while holding costume pieces, they continue to hold those pieces until the fight ends.
Barry Bluff
Wearing Masks: During your fight with Barry, he will equip masks. Masks are placed on top of his 'Maskless' ambush card. Only one mask can be worn at a time.
Embody: When an action causes Barry to embody, activate the embody effect shown on the equipped mask (or on the 'Maskless' action, if no mask is worn). The embody effect for each mask is listed on the bottom half of the mask.
Removing Masks: If you don't want to deal with the repercussions of Barry's impeccable acting skills, remove his mask instead! By successfully attacking his mask, you can break its straps and remove it from play. Details can be found on his 'Mask Straps' ambush card.
Red Atrocious
Spreading Sickness: Red Atrocious will plague your party with a plethora of illnesses. Once a townsfolk catches an illness, they'll be subjected to the effects of that illness, which appear on Red's action cards.
Tilda Fields
Sprinkle: As dictated by Tilda's ambush card, whenever an action says to sprinkle, place a water token on each plant terrain card (Marigoon, Doofadil, and Cleatus Guytrap).
Commanding her Children: Tilda is able to order her rambunctious kids—Marigoon, Doofadil, and Cleatus Guytrap—to move around the landscape and attack your party. Her plants cannot move through each other or other obstacles, but they can collide with characters and push them out of the way, including Tilda herself.
Tilda's plants aren't the most organized crew. They will often block each other (and Tilda) from reaching their targets. When this occurs, they will try to move as close as possible to their target before being blocked.
Ms. Falls & Co.
Wet Warfare: Ms. Falls and her unwanted companions will leave the townsfolk moister than they'd prefer. Many of her action cards will have the keywords sulk, spritz, and shock. When an action has one of these highlighted keywords, follow the directions listed on her ambush card.
Trading Moisture: In an attempt to get the Company off her trail, Ms. Falls will move water tokens from herself onto the townsfolk. Be careful: too many water tokens and you'll draw the attention of those mischievous clouds!
Judy Marks
Gift of Art: Judy can temporarily gift her teammates Paintings to grant them a leg up in battle.
- Happy Place (Special Gear, Painting): After receiving this, gain +3 MVMT and +2 MOX on your next turn.
- Focus, Friend! (Special Gear, Painting): After receiving this, your next attack is a successful hit, regardless of accuracy roll.
Fridgette Jones
Taking Shelter: Fridgette can provide shelter to her teammates by hiding them inside herself, temporarily keeping them safe from harm.
- Hide Inside (1 MOX): Hide a townsfolk inside of you! Remove an adjacent townsfolk from the board. Hiding townsfolk are placed adjacent to you at the start of their turn. If you are removed from the board, place any hiding townsfolk adjacent to you before removing yourself from the board.

The Trophy Wall
At the end of each game, add the trophies of Ruffians you've defeated to the trophy wall (in numerical order). Upon your third victory against a single Ruffian, add their mounted head to the wall and receive the curse listed on pg. 14.
The printed wall has these plaques (20 Ruffians): Barry Bluff, Lawman Dozy, Red Atrocious, Umbrello, Ms. Falls & Co., The Door Knockers, Patches, Tartar Fishboy, Handsy, Deputy Waggums, Qing & Kween, The Bundits, Will Barlow, Bort Dovis, Samuel Strawman, Penny Pinchetti, Tilda Fields, Virginia Fitz, Ernie Offal, Pepin Milkfrog.
The Quick Play Guide restates this step: "At the end of each game (win or lose), add the trophies of Ruffians you've defeated to the trophy wall."
Barnaby's Curses
Whenever a Ruffian's head is mounted on the trophy wall, move that Ruffian's curse card (listed below) from the Curses - Locked deck to the Curses - Unlocked deck. It can be used in all future games (pg.5 for more info).
| Ruffian | Curse |
|---|---|
| Barry Bluff | Face Blindness |
| Tartar Fishboy | Alluring Scent |
| Samuel Strawman | Looming Crows |
| Lawman Dozy | Fight Fatigue |
| Handsy | Sprouting Hand Disorder |
| Penny Pinchetti | Greed Pains |
| Red Atrocious | Disease Carriers |
| Deputy Waggums | False Empathy |
| Tilda Fields | Nature's Rebellion |
| Umbrello | Violent Winds |
| Qing & Kween | Gear Shortages |
| Ernie Offal |
The curse effects are printed on the curse cards themselves, which are not reproduced in this rulebook.
Curse of the Bruised Peel (initially unlocked; ★★★ on its card)
At the end of each fight, townsfolk only restore 1 HP each. If a townsfolk was knocked out when the fight ended, they return with 2 HP.
Ruffian FAQ's
Ernie Offal
- Terrain: Meat Truck, Boiling Pot, Vegetable Patch, Big Barrel, Old Jalopy, Wooden Fence, Overgrown Cornfield
- 'Lethargic' action: If a townsfolk action (attacking, interacting with terrain, Muster your Moxie, etc.) would cost 0 MOX, that action would still cost an additional 2 MOX to use if Lethargic's effects are active.
Barry Bluff
- Terrain: Murky Moat, Dynamite & Detonator, Wooden Fence, Foul Outhouse, Doc's Hut, Tool Shed, Hidey Haystack
- If you successfully remove the two counters from Barry's Mask Straps ambush card, his equipped mask is removed from the game, meaning it is removed from the action deck completely until the game ends. This is not the same as discarding a mask.
The Door Knockers
- Terrain: Gooby's Tavern, Dense Woods, Buzzing Hive, Rickety Farm, Old Jalopy, Wooden Fence, Foul Outhouse
- Belief tokens upon knock out: Belief tokens are not discarded when you are knocked out, but are removed from the game when the fight ends.
- Sleeping In Town Event: If a townsfolk receives the Sleeping In town event for the Final Fight against the Door Knockers, and they are selected as the new sheriff, ignore the effects of Sleeping In.
Tilda Fields
- Terrain: Cleatus Guytrap, Doofadil, Marigoon, Lawn Mower, Doc's Hut, Buzzing Hive, Tool Shed
- "Move Tilda away from the target...": When this occurs, Tilda makes a full movement away from the target, attempting to end the movement as far away from the target as possible.
- DMG from terrain vs. DMG from an action: When one of Tilda's plants deal DMG through an action card, it is considered DMG from an action, not a terrain piece.
Patches
- Terrain: Murky Moat, Wishing Well, Mushroom Grove, Foul Outhouse, Overgrown Cornfield, Rickety Farm, Deserted Picnic
Tartar Fishboy
- Terrain: Flood, Baitwich, Deserted Picnic, Vegetable Patch, Hidey Haystack, Overgrown Cornfield, Dangerous Ditch
- Water tokens will convert a square into Flood terrain, removing the effects over other terrain on that square. Deployables from the Odd Jobs expansion are not considered terrain, and can still be activated.
Red Atrocious
- Terrain: Dense Woods, Murky Moat, Doc's Hut, Vegetable Patch, Dynamite & Detonator, Foul Outhouse, Tool Shed
- Illness tokens upon knock out: As written on his ambush card, illness tokens are removed from a townsfolk when they are knocked out.
- Hooligan and Troublemaker abilities: These abilities can trigger multiple times if a townsfolk manages to lose (and then regain) illness tokens.
- 'Contagious Slime' action: Water tokens placed on the landscape with this action have no effects other than what is written. Remove all water tokens from the board when the fight ends.
- Slithering Infection illness tokens: These illness tokens are only used in Red's Final Fight, and cannot be received otherwise.
Ms. Falls & Co.
- Terrain: Hidey Haystack, Rickety Farm, Town Pond, Clothesline, Mud Pit, The Company, Campfire
- If Ms. Falls has no water tokens when spritz occurs, no tokens are given to the townsfolk. If Ms. Falls does not have enough water tokens to distribute among spritzed townsfolk, you may choose what townsfolk receives the water tokens.
Gameplay Variant
Rival Town Invasion
If you want a more thematic experience when using Foul Neighbors content, limit your Ruffian token pool when filling the Town Map. For the Misty Bluff experience, limit the pool to Ernie Offal, Barry Bluff, The Door Knockers, and Patches. For the Sprinkle Falls experience, limit the pool to Tilda Fields, Tartar Fishboy, Ms. Falls & Co., and Red Atrocious.
Crit Hit!
Upon landing a critical hit on the Ruffian, roll!
- 1: Your attack sends the Ruffian into a fit of rage! Your turn ends immediately after the attack, and the Ruffian takes an action.
- 2-3: Your hit leaves the Ruffian flustered; their anger makes them predictable! Reveal the next Ruffian action.
- 4-5: You crush the Ruffian's walky-bits! Lower the Ruffian's MVMT by 1.
- 6-7: You're invigored by your hefty hit! Increase your MVMT, MOX, or ACC by 1 for the fight.
- 8: A brilliant blow! Your attack deals +1 DMG.
- 9+: Holy moly, you send bits of the Ruffian flying! Receive the Ruffian's Gear marked with a star (★) on their rewards. You may equip it immediately. If this has already been activated this fight, the attack deals +1 DMG instead.

Quick Play Guide
Foul Neighbors additions are marked in the printed guide in blue; they are marked here as "(Foul Neighbors addition)".
To increase difficulty, choose a curse card to add to your playthrough (optional). (Foul Neighbors addition)
-
Each player chooses a townsfolk, receives their starting gear and 10 Coins (15 Coins in 3-round mode), and places themselves on the Buyin'/Beatin' Bar.
-
Town Phase: Flip the sideboard to the Town Phase. Each townsfolk draws back up to 3 unaccomplished Feats. In the first Town Phase, simply draw 3 Feats. Each townsfolk receives and resolves a Town Event. Shop with the Peddler. Equip your gear and enter the Fight Phase.
-
Fight Phase: Flip the sideboard to the Fight Phase. Reveal the next Ruffian on the Town Map. Place their token at the top of the Beatin' Order. Place their Ruffian card and action deck onto the sideboard. Mark their HP and MVMT, and set their ambush card nearby (if any) (Foul Neighbors addition). Use the back of the Ruffian card to set up the terrain pieces and cards. Players position themselves and the Ruffian on the landscape. The fight begins, starting with the Ruffian's turn.
-
On Ruffian Defeat: Townsfolk may discard any unaccomplished Feats they do not want for the next round. Each townsfolk receives 6 Coins. The townsfolk who accomplished the most Feats this round receives a piece of Ruffian gear. In case of a tie, roll; highest roll earns the gear. Restore each townsfolk's stats. Only stat changes from gear should remain. Rotate the Buyin'/Beatin' Bar order. Return to the Town Phase.
At the end of each game (win or lose), add the trophies of Ruffians you've defeated to the trophy wall. (Foul Neighbors addition)
