Can I upgrade a unit into a different type, such as infantry to cavalry?
The rulebook says upgrading a Unit works like upgrading a Building, which only upgrades within the same type.

No. Upgrading a Unit works like upgrading a Building, which only goes from a lower level of the same type. To change type you disband the unit and build the new one, which costs more actions.
