Playing a Technology costs 1 Civil Action plus its Science Points and only gives you the ability to build; it is not a building. Moving a worker onto it is a separate build action that costs another Civil Action and the building's resources (or the resource difference for an upgrade). Special Technologies (blue cards) are the exception and take effect immediately.
