The designer or publisher ruled on this directly.

The printed rule says units cannot be sacrificed in the last round, but the publisher, relaying the designer, confirmed that it covers only wars and aggressions, so units may still be sent to win a territory. The rulebook wording is misleading. You cannot sacrifice for strength in wars or aggressions on the last turn.
