If an event makes me lose population and I have no unused workers, do I lose a building too?

Yes. You return a yellow token from one of your cards to the Yellow Bank, so you also lose that building or unit, because the worker who staffed it is gone. The rulebook says that when you must decrease population and have no Unused Workers, you remove a Worker from a card.
