You cannot take a new Civil Card unless the cards in your hand number fewer than your total white tokens, which is your total Civil Actions and not the ones left this turn. Wonders never enter your hand, so they ignore the limit. Military cards have their own limit tied to military actions, enforced at the end of the political action phase.
