Can I play or replace Hammurabi when I have no Military Actions or the replacement reduces my actions?

Yes. You can still play him with no Military Actions left, and replacing him with an Age I Leader with your last Civil Action is allowed. Replacing a Government with one that grants fewer Civil Actions is also allowed, and spent tokens may be returned to the bank when a bonus is lost.
