A bid is just a number of strength. The winner must sacrifice at least one Unit worth at least that much, and may add Colonization Bonus cards and bonuses from Cartography, Navigation, Satellites or the Colossus; sacrificing more than the bid is fine. Your strength track doesn't count, and you can't pay with bonuses alone. You do not have to commit anything while bidding.
