There is no official ruling. The rulebook says the Starting Player's second-round refill comes from Civil Deck A and does not cover running short. Some players fill the leftover spots from Deck I (and Boardgaming Online does this), while the BGG Unofficial FAQ says to leave them empty. It almost never comes up.
