How to Use This Document
To learn your first 3-4 player game with the physical copy, follow the setup below, then set this document aside and read the printed Quick Start Guide. To play your first game online, open the Tabletopia link provided by the publisher, start a new table, and read the printed Quick Start Guide. If you are playing and want an official ruling on something, use this rulebook and find the relevant section or Role.
Setup
Roundel Setup
A. Set the Roundel Board in the center of the table, and place the black Role Pawn in the center of the Roundel.
B. Place two Favor Tokens on each of the 5 Roles. Favor Tokens are placed on the outer ring of the Roundel.
C. Take the remaining 10 Favor Tokens, and place one on each of the hourglasses on the Time Track. Take the Last Round Ship Token and place it at the end of the Time Track, next to the rightmost Favor Token.
D. Place the Open Industry and Last Round event tokens. Open Industry should be pointing at the 3rd token on the Time Track (counting from the left), and Last Round should be pointing at the last token on the Time Track.
E. Take the Current Turn pawn and give it to the player who most recently ate Greek food. They will take the first turn of the game.
F. Keep a supply of 20/40 VP tokens next to the board.
G. Keep a supply of Coins next to the board.
H. Keep a supply of water (blue cubes), stone (gray cubes), cloth (white cubes), and lumber (brown cubes) next to the board.
Building Tableau Setup
Form a building tableau in the center of the table by doing the following:
A. Take all of the Industry Buildings (The Quarry, Pasture, Grove, Laborer, Carter, and Moneylender), and organize them into stacks by type. Place all of these stacks blueprint side up in the tableau.
The blueprint side of a building is the mono-color side that shows the cost and the VP value of the building. When a building is built, it is flipped over to the full-color side.
Place a Lock Token on top of the Laborers, Carters, and Moneylenders.
B. Take all 6 vineyard buildings (The Red Luxury building tiles). Randomly select a number of vineyards equal to the number of players + 1. Place selected vineyard tiles in the tableau, blueprint side up (Do not stack them).
C. Repeat step B with the Temples (Blue), Agora (Brown), and Palaces (Purple). Each time, randomly select a number of buildings equal to the number of players + 1 and return any extra to the box.
Island Setup
Each player should take an Island Mat and place it in front of them, then perform the following:
A. Take 18 Ash Tokens, flip them to the black Ash side, and place them on your Island. Each space has a number of Ash icons in the lower left hand corner, which tells you how many ash tokens to place on that space.
This space has two ash tokens on it at the start of the game.
Only two spaces should not have Ash on them - the Port in the lower left corner of your island, and the Impassable Hill space.
B. Take one Starting Quarry, and place it built side up on the space just above of your Port. Move the Ash token on that space to be on top of the building.
C. Take one Spring, and place it built side up on the space just to the right of your Starting Quarry. Move the Ash token on that space to be on top of the building.
D. Take 2 water, 3 stone, 2 cloth, and 1 lumber from the supply as your starting resources. Place both water on the Starting Quarry. Place all other resources on the empty space just to the right of your Port.
E. Take 5 coins from the supply. Keep them under your island.
If this is your first game and you want to learn while playing, set this Rulebook aside and give the Quick Start Guide to the player with the blue Current Turn pawn. The Quick Start will guide you through the first few turns, helping you to understand exactly how to play the game!
Turn Overview
Each turn follows these steps.
1. Choose Role
The player with the Current Turn pawn chooses one Role not currently covered by the Role pawn, and moves the Role pawn to cover the Role symbol (above the name). This is the Chosen Role for this Turn.
On the first turn, all 5 Roles will be available. In subsequent turns, any Role not chosen the previous round will be available to choose.
On the very first turn of the game, also move the leftmost Favor Token on the Time Track to the Chosen Role.
2. Perform Global Actions
Perform all global actions on the Chosen Role, reading left to right and from the edge of the Roundel towards the center. Stop when you get to the water line separating the global actions from the Favored actions (this with a Favor token requirement). Every player, including the Current player, performs these actions.
Global and Favored actions are detailed in the Role Overview sections.
In most cases, players can all perform Global actions simultaneously. In a few rare cases, like when two or more players want to build the same building, the Current Player takes their actions first, followed by each player in turn order.
3. Buy and Calculate Favor
The Current Player may spend any amount of Coins from their supply. Place coins spent near the Role as a reminder. The total Favor on the Role is equal to the number of Favor Tokens on the Role plus the Coins spent this turn by the Current Player.
4. Perform Favored Actions
The Current Player (and only the Current Player) performs all Favored actions they have enough Favor for. All Favored Actions include some effect per X Favor. Total up the Favor tokens on the Role, plus any coins spent, and perform the action one or more times, based on your total.
ex: The Trader has an effect that gives you one extra trade for every 5 Favor. There are 4 Favor Tokens on the Role, and you spent 7 additional coins. You have a total of 11 Favor, and will gain two extra trades. Any excess Favor is not used.
Favor is never spent to activate these effects - if there are multiple effects that you have enough Favor for, you gain all of them.
ex: In the example above, the Trader also has an effect that gives you one coin for every 2 Favor. Since you have 11 Favor, you will gain five coins in addition to the two extra trades.
5. Redistribute Favor and Pass Current Turn
Once all Global and Favored actions have been performed, discard any coins on the Role, then redistribute Favor tokens on the Role. To do this, take all Favor tokens on the Role into your hand, then, starting with the next role clockwise on the Roundel, place one Favor token from your hand on each Role. Continue placing tokens until you run out of tokens in your hand.
ex: There are 6 Favor tokens on the Worker when it was selected. When redistributed, tokens are placed on the Planner, Builder, Trader, Priestess, Worker, and finally a second token is placed on the Planner.
Priestess Rule: Before redistributing Favor Tokens on the Priestess, first take the left-most Favor Token on the Time Track and place it on the Priestess Role. If this Favor Token had an Event Token pointing to it, the Event Token is also activated.
The Favor Token placed on the Priestess Role is placed after Favored actions have been performed, and does not contribute to the Favor Total for that turn.
In a 2 Player game of Thera, there are additional steps that must be performed after Redistributing Favor. Additional rules required to play Thera head-to-head are located at the end of this rulebook.
Triggering Endgame
Endgame is triggered whenever any of the following happens:
- The Last Round event token is reached on the Time Track.
- Only two types of Luxury Building (Vineyards, Temples, Agora, or Palaces) are left in the building tableau.
- This can be because someone built the last building of a type, or reserved the last building of a type.
When the endgame is triggered, whoever the Current Player is takes the Last Turn ship, and hands it to the player to their right. That player will take the last turn of the game. In this way, every player but the Current Player that triggered the endgame will get one final turn.
Once the final turn has been taken, players total up their score.
Final Scoring
Before totaling your score, perform the following:
- Activate all buildings on your island with an Endgame ability. These will usually be Vineyard Luxury buildings. Add any victory points these buildings give you as Bonus Victory points on your track.
- Next, remove any excess resources (water, stone, cloth, and lumber) on your island, and add them to the coins stash beneath your island.
- Finally, flip all of the buildings on your island back over to their unbuilt side, so you can see the victory points on them.
Total up your victory points:
- Ash tokens you have removed from your island (1 VP / Ash Token).
- Bonus Victory points on your track.
- Victory Points on buildings you have constructed.
- Points from coins and extra resources (1 VP / 4 coins or resources).
The player with the most Victory Points wins! In case of a tie, the player with the most coins and resources left on their island wins. If both players have the same number of coins + resources, they share the win!
Role Overviews
Priestess
Global Actions
Global actions are performed once by each player.
- Activate any buildings on your mat with the Priestess icon in the center, and perform their effect. Each building and what they do is detailed in the Building Reference.
- Gain two water from the supply. You may place this water in any one or two spaces you wish on your island mat (except for the Impassable Hill Space).
Favored Actions
Favored actions are performed only by the Current Player. When calculating Favor, the Current Player may pay any amount of coins from their supply, and adds the current number of Favor Tokens on the chosen Role. Place spent coins next to the Favor Tokens as a reminder.
- For every 3 Favor you have, gain one additional water from the supply. You may place this water in any spaces you wish on your island mat (except for the Impassable Hill Space).
- For every 9 Favor you have, remove the left-most Favor Token from the Time Track and add it to the Priestess. If there were any Event Tokens pointing at the Favor Token, immediately perform their effects.
- Remember: Favor Tokens added this way are added after Favor has been calculated, and do not add to the current Favor total.
- The source shows one further Favored action with no Favor threshold (icon only: hourglass plus redistribute symbol). Remove the left-most Favor Token from the Time Track and add it to the Priestess. If there were any Event Tokens pointing at the Favor Token, immediately perform their effects. Then redistribute Favor Tokens on the Priestess.
Events
Event Tokens are placed above the Time Track, and point at specific Favor Tokens on the Time Track. When a favor token is removed for any reason and has an event pointing at it, immediately activate that Event, then return it to the box.
In the base game, there are only two Events:
- Open Industry: When the Open Industry Event is activated, remove all Lock Tokens on building stacks in the building tableau. These buildings are now available to be built by any player.
- Last Round: When the Last Round Event is activated, immediately trigger the endgame by taking the Last Turn ship token, and give it to the player to the right of the Current Player. When that player finishes their turn, the game is over.
Worker
Global Actions
Global actions are performed once by each player.
- Activate any buildings on your mat with the Worker icon in the center, and perform their effect. Each building and what they do is detailed in the Building Reference.
Favored Actions
Favored actions are performed only by the Current Player. When calculating Favor, the Current Player may pay any amount of coins from their supply, and adds the current number of Favor Tokens on the chosen Role. Place spent coins next to the Favor Tokens as a reminder.
- For every 3 Favor you have, choose one building on your island with the Worker icon in the center, and perform its effect. In this way, you can activate a single Worker building multiple times in a single turn. If you have 6+ Favor, you may choose the same building multiple times, or different buildings for each activation.
- For every 3 Favor you have, gain one stone from the supply. Any stone gained this way is placed at your Port.
- Redistribute Favor Tokens on the Worker.
Planner
Movement
Resources usually have to be moved to the location that they are used. Movement is largely restricted by Ash.
When an effect tells you to move a resource, choose one resource (water, stone, cloth, or lumber) on your island. How far that resource can move depends on whether there are any Ash tokens on the resource's space.
- If there are any ash tokens on the resource's space, the resource can move one space in any of the four cardinal directions.
- If there is no ash on the resource's space, it may move as many spaces as you want, in any of the four cardinal directions. You can change directions as many times as you want. Your only restriction is that you must stop when you enter a space with an ash token on it.
ex: In the image to the right, it would take one move to get the stone resource to the same space as the lumber resource, because it has no Ash on its space and can travel until it reaches another space with ash. In one move, you could get the lumber to move one space to the right, or one space down, because it started on a space with Ash.
If an effect gives you multiple moves, you may split these moves among multiple resources, or move one resource multiple times, if you wish.
Reserving Buildings
When an effect tells you to reserve a building, choose any one building from the tableau, and place it unbuilt-side up under your island. Only you can build this building in the future.
Global Actions
Global actions are performed once by each player.
- Activate any buildings on your mat with the Planner icon in the center, and perform their effect. Each building and what they do is detailed in the Building Reference.
- Move 4 resources on your island.
Favored Actions
Favored actions are performed only by the Current Player. When calculating Favor, the Current Player may pay any amount of coins from their supply, and adds the current number of Favor Tokens on the chosen Role. Place spent coins next to the Favor Tokens as a reminder.
- For every 2 Favor you have, move 1 resource on your island.
- For every 3 Favor you have, gain 1 bonus VP (track VP gained this way on your bonus VP track).
- For every 6 Favor you have, reserve one building from the building tableau.
- If reserving a building causes there to be only two types of Luxury Building (Vineyards, Temples, Agora, and Palaces) in the Tableau, immediately trigger the endgame.
- Redistribute Favor Tokens on the Planner.
Builder
Building Buildings
Building in Thera must be constructed on specific spaces on your island. You may build a building from the central tableau (or one of your reserved buildings) whenever an action says you can build.
To build a building, you need to pay resources and coins equal to the building's cost, which is in the upper-left hand corner of each building. You can spend coins from your supply, but any stone, cloth, or lumber must be located on the unbuilt space you want to build the building on.
You may not build a building on any space that already has a building. You may not build a building over the Port or the Impassable Hill.
Buildings in the Tableau are hard limited - if the supply runs out, no more buildings of that type can be built anymore.
The pasture costs one stone, one cloth, and one coin. To build it, you must have at least one stone and one cloth on an unbuilt space on your island, as well as a coin in your supply.
Any unused resources and any uncleared ash on the space remains there - simply place it on top of the newly constructed building.
If building causes there to be only two different types of Luxury Building in the building tableau, this triggers the endgame.
Districts
Most spaces on your island are also part of one of four different Districts. Building specific types of Luxury Buildings (Vineyards, Temples, Agora, and Palaces) on those spaces earns you bonus VP.
When you build a Luxury Building, check the type of the building and the district space you are constructing it on. If they match, immediately earn bonus VP equal to the value on the space, shifting your bonus VP token up that many spaces on your track.
The source illustrates a Palace District space: this space is part of the Palace District. Building a Palace here will earn you 2 bonus VP. You can tell the district type and bonus VP earned by looking at the icons in the lower right hand corner of each space.
Clearing Ash
Whenever an action tells you to clear an Ash, remove the token from its space, flip it over to the white VP side, and keep it under your island with your coins. Cleared Ash is worth VP at the end of the game.
Global Actions
Global actions are performed once by each player.
- Activate any buildings on your mat with the Planner icon in the center, and perform their effect. Each building and what they do is detailed in the Building Reference.
- Build one building.
- Choose any number of stone on your island, and discard them. For each stone discarded this way, you may Clear one Ash Token from either the stone's space, or an adjacent space.
Favored Actions
Favored actions are performed only by the Current Player. When calculating Favor, the Current Player may pay any amount of coins from their supply, and adds the current number of Favor Tokens on the chosen Role. Place spent coins next to the Favor Tokens as a reminder.
- For every 4 Favor you have, Clear one Ash on any space in your island. This does not cost any stone.
- For every 6 Favor you have, build one building.
- Redistribute Favor Tokens on the Builder.
Trader
Buying/Selling
Global Actions
Global actions are performed once by each player.
- Activate any buildings on your mat with the Trader icon in the center, and perform their effect. Each building and what they do is detailed in the Building Reference.
- Choose one of the following:
- Gain 2 coins from the supply.
- Sell resources at your Port.
- Buy resources at your Port.
Favored Actions
Favored actions are performed only by the Current Player. When calculating Favor, the Current Player may pay any amount of coins from their supply, and adds the current number of Favor Tokens on the chosen Role. Place spent coins next to the Favor Tokens as a reminder.
- For every 2 Favor you have, gain one coin from the supply.
- For every 5 Favor you have, choose one of the following:
- Sell resources at your Port.
- Buy resources at your Port.
- For every 10 Favor you have, gain either 2 cloth or one lumber from the supply. Any resources gained this way are placed at your Port.
- Redistribute Favor Tokens on the Trader.

Advanced Thera
Once your group has gotten a handle on the rules and complexities of Thera, try making these changes to open up the game to more subtle strategies!
- When setting up the game, do not include the Open Industry event, and do not add Lock tokens to any buildings in the building tableau. All industry buildings can now be built from the start of the game.
- Players do not start with a Spring on their island. Instead, each player flips their Spring to its unbuilt side, and reserves it at the start of the game. Springs may be built on any space, but cost one water, one stone, and four coins to build.
2 Player Thera
In a head-to-head game of Thera, the Mynecean King (Wanax) is paying special attention to your efforts, and hands down decrees as to what work shall be done at what time. Smart Koretors can predict and manipulate which Decrees the king hands down, and use them to their benefit.
During Step 5, Redistribute Favor, the Current Player takes note of which Role the last Favor token they placed landed on. Do not pass the Current Player pawn to the other player during this step.
ex: The Worker was chosen, with 4 Favor tokens on it. When redistributing, the Favor tokens are placed on the Planner, Builder, Trader, and Priestess. The Priestess was the last Role to be landed on.
A new step is added to the end of the Turn, before the Current Player pawn is passed off:
6. Wanax's Decree
The Current Player moves the Role Pawn to the Role noted during step 5. This is the Decreed Role. Both players perform only the Global actions of the Decreed Role. The Current Player does not gain any of the Favored actions of the Decreed Role, and cannot spend Coins on it.
Once both players have performed the Global actions on the Role, the Current Player Redistributes Favor tokens on the Decreed Role, just like in step 5. This means that 2 Roles will be redistributed every turn.
Finally, the Current Turn pawn is passed to the other player, and a new Turn starts.
If the Decreed Role is the Priestess, also remove the left-most favor token from the Time Track and add it to the Role before redistributing.
In cases where turn order matters (like the Builder), the Current Player still performs their actions first.
Solo Thera
The wanax has tasked you and you alone with rebuilding Thera, but there's a problem. Your old and lazy rival Plouteus has the wanax's ear as well, and he's promising that he could have done much better as the koreter of Thera. You'll have to rebuild fast, and deliver even more than what Plouteus is promising, or you could be out of a job!
Setup Changes
Setup the central board as normal, except for the following changes:
- Do not add the "Open Industry" event token to the time track.
- The "Last Round" event token goes on the last space of the time track.
Setup your island mat as normal, except for the following changes:
- Do not add a Spring tile to your starting board. The Spring tile will be available as an industry building in the tableau.
Instead of setting up the Industry and Luxury tiles as normal, do the following:
- Take the following industry buildings, and put them into the bag. a. 2x Quarry, 2x Pasture, 2x Grove, 1x Moneylender, 1x Carter, 1x Laborer, 1x Spring.
- Draw all industry buildings from the bag and place them randomly in a 2x5 grid next to your island mat.
- Take all 24 luxury buildings, and put them all in the bag together. Randomly draw 10 and place them in a 2x5 grid to the right of the industry buildings, creating a 4x5 grid of available buildings. a. Unlike normal Thera, the position of these tiles in the tableau is very important, so do not change or reorder the tiles in any way during the game.
- Shuffle all 18 Plouteus cards into a deck, and keep it off to the side.
- Grab extra ash tokens from another player to keep track of bonus points for Plouteus.
- Choose a difficulty rating - Easy, Medium, or Hard.
- You take the first turn.
Gameplay Changes
Playing against Plouteus plays very much like a 2 player game of Thera. When it is your turn:
- Select a role and perform the actions associated with that role, including the favored player bonuses.
- Redistribute favor tokens on the role, taking note of which role the last favor token landed on.
- Select the role that the last favor token landed on, performing only the global actions on that role, then redistributing favor tokens. It is now Plouteus' turn.
When it is Plouteus' turn:
The Plouteus cards' role pictures and the contents of their yellow and red VP boxes are graphic in the source and are not reproduced in this text.
- Draw the top card of the Plouteus deck and flip it over, placing it into a face-up discard pile.
- If you are playing on medium difficulty, Plouteus gains bonus VP based on how many favor tokens are on the role he drew. Look at the ratio in the yellow box, and give him that many bonus VP tokens (rounded down).
- If you are playing on Hard difficulty, Plouteus also gains the bonus VP in the red box, in addition to the yellow box.
- Select the role pictured on the card, performing only the standard actions on that role, then redistributing favor tokens, taking note of which role the last favor token landed on.
- Select the role that the last favor token landed on, performing only the global actions on that role, then redistributing favor tokens. It is now your turn.
Plouteus doesn't have an island to manage, but he will do the following in certain phases:
- During the Priestess phase, he will remove a favor token from the time track before redistributing, just as if you had taken the role yourself. If there is 9+ favor on the Priestess, he will remove a second favor token.
- During the Builder phase, he will claim a building from the available building grid, placing it in a pile next to his deck. Plouteus always selects a building in the top-most row of the grid. If there are multiple buildings in the top-most row, he always selects the left-most building to claim (i.e. Plouteus will claim industry buildings in the row before luxury buildings).
- If it is your turn, he does this after you build. If it is his turn, he claims before you build.
Game End
Continue playing until the Last Round event has been triggered, or there are no more luxury buildings in the grid. Finish the currently selected role, then score. You score as normal, earning VP for coins, spare resources, buildings, etc.
Plouteus gains VP from the following:
- Any VP from the green boxes of cards in his discard pile (i.e. all cards he drew this game).
- The printed VP on any buildings he claimed (Plouteus does not score any VP on special abilities, just the base printed VP value from the building).
- Any bonus VP earned from yellow and red boxes on cards he drew.
If you earned more VP than Plouteus, you win and get to keep your job! If not, Plouteus becomes koreter, at least until he manages to screw up.
