What are rule stickers and when do I stick them in the rulebook?
The rulebook states this directly.

- The Rise of Queensdale rulebook · Rulebook · Game Idea
Rule stickers R1 to R80 are pasted into the blank fields of the rulebook only when a card tells you to. The back of the overview lists which of the seven sticker sheets holds each one. Do not look at sticker sheets or cards before you are prompted.
