The rulebook states that token 1 does not mean the first trick, only the first of the pending tasks.

No — token 1 only means that task must be completed first among all the tasks, and 2 comes second, whenever those tricks happen. Unnumbered tasks come after the last numbered one. Other tricks without tasks can happen in between.
