Preparation
Place the building blocks on the board:
- With 4 players: all 100 spaces are occupied. Put 2 blocks on each of the 16 spaces in the middle of the board.
- With 3 players: the outer row remains empty for the entire game, otherwise as with 4.
- With 2 players: the outer row remains empty and only one block is placed on all the other spaces.
Each player chooses a territory and places his 6 flagpoles on any 6 blocks in this area.
With 3 players one territory remains unoccupied.
With 2 players each occupies 2 territories, but remains with 6 flagpoles.
Each player receives an Aggressor counter which he places on his space 1 on the edge of the board.
The Game
Each game turn consists of 3 phases:
- Taking a block
- Building a tower
- Moving a flagpole
Lots are drawn to see which player begins. He plays through the 3 phases in order. Play then moves clockwise.
Taking a Building Block
You may take up to 3 blocks from the board. You can only remove one block from your opponent's territory. From your own you may take more but never more than 3 in total.
- With 3 players treat the unoccupied territory as an opponent.
- With 2 players all three blocks can be taken from both your territories.
The blocks cannot be occupied by a flagpole. In an opponent's territory you must also take regard of the outside rule.
The Outside Rule: only blocks which lie outside may be taken from the board. A block lies outside if it is accessible to the side of the board. With a tower the upper blocks may be free, but they still cannot be taken if the lowest block lies inside.
Note: in your own territory you may take any unoccupied blocks.
Building a Tower
After 3 blocks have been taken from the board, place these blocks on any space which is not occupied by a flagpole. The blocks may be placed on top of each other or in an opponent's territory. They cannot, however, be kept back for a later turn.
Moving a Flagpole
For this phase you have 5 points which can be divided amongst any of your flagpoles. All the points need not be used but none can be saved for a later turn.
To move 1 space costs 1 point. Moves can only be orthogonal. Only 1 flagpole per space. Flagpoles cannot be moved over each other. Only spaces on which buildings stand may be entered or crossed.
Climbing up and down is only permitted if the step is one block high (higher steps cannot be crossed).
Your opponent's territory can be crossed at any time and a tower can also be placed there.
Capturing Flagpoles
By moving onto a space on which an opponent's flagpole stands. Extra points must be paid to do this:
- If the captured flagpole is at an equal height the capture costs one additional point.
- If you capture from a level below, the cost is 2 extra points.
- If you capture from one level above, there is no extra cost.
More than one flagpole may be captured in the same turn if there are sufficient points remaining.
Attack and Defence
If an opponent's flagpole is captured in your own territory, this is counted as defence. However, if captured in an opponent's area, then this is an attack and is registered with your Aggressor counter. You are allowed 5 attacks in all, although capturing more than one flagpole in one turn (even from different players) only counts as one attack.
Using a Captured Flagpole
The flagpole is returned to the player who owns it. It may be brought back into the game at any time during the 3rd phase of their turn. It may be placed on any free space in the outside row of one's territory at the cost of one point.
End of the Game
A player wins if his six flagpoles stand on one each of a six tower, a five tower, a four, a three, a two and a one tower. The towers can be anywhere on the board.
Any player who has not had a turn in the final round can take their turn. If they also finish, then there is more than one winner.
Burgenland Rule Modifications
Here no hits were allowed until the following is achieved in towers by an individual: 5x1, 4x2, 3x1, 2x1, 1x1.
Then a maximum of 2 hits are allowed.
