Does only the movement template and the final base position matter for obstacle hits, or also the base sliding along the template?

Only the template and the final base position are checked. You never slide the base along the template; it is lifted and placed at the end. A base that would have brushed an asteroid mid-move but is not under the template and ends clear takes no hit. The rulebook's wording ("the ship's base") is read as the base in its final position.
