Are two ships touching if neither overlapped the other this round?

No. "Touching" is the result of resolving an overlap, so bases that merely end side by side without overlapping are not touching, even if they look it. If a ship's base overlapped another, even slightly, it is slid back into contact and loses its action; if there is a visible gap there was no overlap. In a close case, use your best judgement about whether the bases really overlapped.
