Proximity mines, cluster mines and Conner Nets detonate as soon as a ship's base or maneuver template overlaps them, and the later FAQ says that includes the moment you drop one onto a ship (the dropping player picks the victim). A ship that already sits on a mine and starts its move there does not set it off again, and barrel rolling or boosting onto a mine does detonate it. Seismic Charges, Proton Bombs and Ion Bombs are dropped when the dial is revealed and detonate at the end of the Activation phase, so a higher-skill target can move away. Early 2013 replies said a mine dropped under a ship only detonates when that ship later moves; the later FAQ replaced that.
