When can I invoke the Competitive Rules Addendum?

When you think your opponent is abusing the rules for an unfair edge, such as measuring every possible boost, barrel roll or target lock before choosing. It then forces them to commit to the action and direction first. It is not limited to stalling for time, and it sits in the FAQ rather than the tournament rules.
