If a ship overlapped, can it still take actions granted by other cards?

Yes. A ship that overlapped skips only its own Perform Action step, so it can still be granted free actions by other abilities (such as Squad Leader or Garven Dreis passing a token). Only being stressed or sitting on an obstacle blocks actions entirely, and its own action-bar and card actions are lost.
