Yes, he gets two actions in his Perform Action step, but they must be different: for example Focus plus Target Lock or Evade plus Target Lock, never Focus twice or two Barrel Rolls. The rule that a ship cannot repeat an action in a round still applies, and a free action counts toward that limit.
