Can I reroll dice one at a time and decide on later dice after seeing earlier rerolls?
Several experienced players agree; no official ruling.

No. With one reroll effect, such as a target lock, you pick all the dice to reroll at once. Separate abilities (target lock, then another reroll card) can be used one after another and may choose differently.
