Can a Phantom combine Advanced Sensors, Push the Limit and a free cloak in one round?

Yes, but only if you finish with a green maneuver. Push the Limit's stress would otherwise block the free cloak after attacking, so the green maneuver clears it first. Decloaking is not an action, no action can repeat in a round, and an effect happens once per opportunity, so a Phantom cannot decloak twice with Advanced Sensors.
