Can a ship take both a pilot-bar action and an upgrade card action in the same turn?

No. You get one action after moving, and it can come from your action bar or from one Action: upgrade or damage card, not both. Using a damage card's action also uses up your action, and a card you flip that way doesn't trigger its start-of-combat effect until a later round. Extra actions need an ability that grants them (Push the Limit, Vader, free actions). Action icons shown on an upgrade just add one more option, not an extra action.
