Can Darth Vader with Push the Limit take three actions in a round?

Yes — Vader's own second action plus Push the Limit gives three, as long as the actions are all different and each is on the action bar (Engine Upgrade could add boost). Trigger Push the Limit after the second action, since the stress it gives would block the third.
