Can Squad Leader give an action to a stressed ship, give the same action twice, or be used by a ship that collided?

No to a stressed ship: a stressed ship can't perform any action, even a free one a card tells it to perform. No to repeating the same action in one round, so Lando's two passed actions can't both be focus and Vader can't use Squad Leader twice. A ship that collided skips its action step and so can't use Squad Leader, but it can still receive an action from a ship that didn't collide.
