No — gaining a token from his ability is not the focus action, so it works even if he already took focus or is stressed, and he can end up holding several focus tokens and spend them separately. He still can't perform the focus or boost action twice in a round with Push the Limit, and if Captain Yorr absorbs his stress token Fel gets no focus from that stress.
