No — Engine Upgrade only adds the boost icon to the action bar, so a ship that already boosts gains nothing from it, and Push the Limit's extra action must be a different action from the one already taken. The second action must also come from the action bar, so an upgrade-card action such as Saboteur has to be taken first.
