If Tactician stresses Soontir Fel, can he use the focus token he gains in that same attack?

No. Tactician's stress is given after the attack, so Fel has no focus for it. If a Gunner attack follows, he does have the token for that second attack. (Stressbot is different: it stresses when the target is declared, so he has a focus for defense.)
