Which range applies when a ship's base overlaps two bands of the range ruler?

The lowest band the ruler touches on the target's base. A ship touching Range 1 and 2 is at Range 1, so a split position gives no Range 2 option; any sliver in Range 2 of a Range 3 base makes it Range 2. This is also how Twin Laser Turret decides its range: a base spanning Range 1 and 2 is Range 1.
