Can I measure range and arc before declaring a target or an action?
The core rulebook states this directly, and forum replies agree.

Yes. The rulebook lets you measure to check range and firing arc before you declare a target, to check range before committing to a target lock, and to check whether a barrel roll can be completed. What is off limits is using the maneuver template to test a move during the Planning phase.
