Does Flechette Torpedoes check printed hull or remaining hull, and does it need damage?

It checks the printed hull value on the ship card, not remaining hull, so a ship with a printed hull of 4 or less is stressed. A Hull Upgrade raising the printed value to 5 (for example on the HWK-290) makes the ship immune. The stress does not depend on damage getting through; the card triggers after you perform the attack.
